As it happens I have neither but it's only about 15 months ago that the BBC
reporter Paul Kenyon showed up the flaws in these systems - see
http://news.bbc.co.uk/1/hi/programmes/kenyon_confronts/2625395.stm.
I don't know what the proportion of drivers with the new photo licences is
but I can't imagine many people will have paid £19 unless they have to.
Then, of course, there is the fact that there are bound to be a number of
forgeries in circulation which have never been through the application
process.
Whether the proposal is to use an existing database or a new one the same
problems will have to be dealt with.
