This is because the website can be accessed from the US. COPPA could not be
enforced outside of the US jurisdiction. We can now discuss whether or not
the website operator should come under US jurisdiction if he/she has no
physical presence in the US...but many courts around the world have ruled on
this point. Beware what you post on the Internet!!!!! You are leaving the UK
jurisdication.
