Has anyone mentioned the actual purpose of the proposed data matching? This
will help in deciding whether the disclosure and processing would be lawful
and (dare I say it?) in the public interest. The disclosure of personal data
for the data matching that takes place every two years using every public sector
worker's payroll details alongside that of benefits claimants, etc., is
lawful because of the Audit Commission Act and the DWP exercise also has a legal
footing but other data matching - even for fraud detection purposes - would have
to meet certain legal tests.
