In all register offices we have forms for people registering deaths who want
to suppress future junk mailings to their deceased relatives. The person
registering the death completes the form requesting this mail suppression
and sends it to a company which coordinates this function and it is then
send on to mail distribution companies. The rational behind the scheme is
twofold. Firstly, families who receive junk mail for their deceased
relatives get very annoyed and hostile towards the marketing company and
that is not good for business. Secondly, suppressing mail to the deceased
saves a great deal of money.
Mail distributors are not given any access to the lists of deceased persons.
The only connection with register offices is that we allow the forms to be
made available in our premises.

There's still something in the back of my mind re deaths. I had a
presentation from (hazy recollection) a mail consolidator and a direct mail
provider to domestic end users about a year ago. I forget any of the
details, but one or the other of them had legitimate access to the deaths
files in order to perform bulk suppression for direct mail.
It's not an area I get involved in much (I specialise in B2B marketing
usually), but this nagging "thing" says that the register is available in
additional circumstances to the ones you mention below.
I'm really happy to be wrong here. ("Really? I hear you cry!).

The provision of this list of deceased persons for secondary use is not a
DPA issue. The Registrar General will not disclose this data unless it is a
requirement set out in statute. There is a statutory requirement to supply
it for Council Tax purposes. The Local Government Finance Act is the
barrier to further disclosure and other secondary use.

The registrar is not the only one with legitimate access to this list.
Decent list vendors (!) for domestic end user lists also clean against the
death list.
Since the people on it are "certified non living" it is not covered by the
DPA. Wise use (subject to any licence) may be made of this list.

Good Morning,
Each week a "Death List" is produced by the Registrar of Births, Marriages
and Deaths and sent to Council Tax so they can amend their records. It is
supplied under Statute and this is fine, However......Merseyside Pensions
Fund ( run by Wirral Council ) would like copies of this list so they too
can doublecheck their records.
Registrar has said they only have statute to supply to Ctax but Pensions can
ask Ctax to disclose if they wish. Yes, I know these people are Dead
but........does anyone see a potential problem if I give the go ahead to
Ctax to disclose the list to Pensions? I'm sure this is an easy one, I'm
thinking common sense but that hasn't always served me well in the past!!
