The logical (and scary) extension to the CCTV advice is that if a shopkeeper
does not have to notify, does not have to have signs and therefore is not
regulated in any way, could have fixed cameras in changing rooms and toilet areas.
The cameras are not focused on one individual (it's everyone who uses the
changing room) and the shoppy might not give the tapes to anyone unless a theft
takes place. Whether they use it for another (self-gratifying perhaps)
purpose, no-one will ever know because they don't have to tell anyone the cameras are
there. If the tape is given to the police if/when a theft takes place, what
can they say about where the cameras are placed? RIPA does't apply, human
rights don't apply as the shop is not a public body.
Of course, if all shopkeepers have high morals, we need not worry.
