There's not much harm in having your identity stolen, most of it is in
the public domain anyway (and the rest is sitting in countless
commercial databases). The harm is done to banks who give their (the
bank's) money away to fraudsters when they (the banks) have been
negligent in properly identifying who they are talking to.
