Am looking into what's currently in staff contracts / local conditions of
service with HR.
Also, Legal are staisfying themselves whether they believe the powers
exist to go forward.

Sorry, I realised it was Council Tax.
Do you specify that you cannot be employed by the Council if you only owe
the Council money. Owing money elsewhere doesn't matter.
