Thank you all for your feedback, it has given me a broader picture and
the arguments to support the Data Subjects.
Apart from the security issue the main issue was of distress caused or
could be caused by the pay slip being delivered where someone else could
open it. This was a complaint by specific staff.
The relevant dept dealing with pay slips argued that they had a right
under employment law to deliver it irrespective of the DP Act. I will
now be arguing that they must comply with the Act and determine a method
of deliver for the specific Data Subjects. The question of whether staff
in general should have given consent for home deliveries is a separate
argument which goes on.....
