The existence of an open and accessible register predates the concept of
universal suffrage. Voting was originally based on gender and / or position
in society linked to property ownership & payment of municipal taxes. Often
the register was compiled by the town clerk going from door to door as he
collected the taxes due. Hence structured by town / district / street /
number rather than by name.
The Electoral Roll - theoretically at least - details all those entitled to
vote. Once upon a time, it was actually important that anyone could check
those voting were actually entitled to do so because of vote rigging, the
'rotten boroughs' and so on.
DPA1998 cannot prevent disclosures that are lawful and individuals have had
that right to consult the register for centuries, regardless of whether they
are on it or not.
The edited version - as mentioned by others - meets DPA1998 by allowing data
subjects to opt out of secondary processing unrelated to the primary purpose
of the register, which is the running of fair & open & democratic elections.
This type of secondary processing only became a problem comparatively
recently, with advancements in technology and proliferation of direct
marketing.
The only secondary processing that does not currently require the consent of
the data subject relates to law and order & prevention of fraud - because
compliance with a legal obligation meets Schedule 2 condition.
