Thanks very much Kath, that was what I was hoping for...
I have no problem finding tuition over the summer, most of our tutors work
freelance, so are available year round.
In relation to making a specific case: I haven't tried going via an Access
Centre yet, and might give that a go, but the LEAs who have said 'no' have
not been interested in the students circumstances, despite these being
pointed out to them, they have just told us that the DfES regulations won't
allow it.
Shame there aren't more LEA officers on this list.... Where's St John
Skeates when you need him??

There is guidance for LEAs that says that it is reasonable to pay
for study
support, IT training etc. during the Summer vacation. It's in
Paragraph B42
of Chapter 7 of the Notes of Guidance.

I know this has been said before, but it's amazing that LEAs seem to
have discretion over 'general principles' - such as whether out of
semester support should be funded. I can see sense in LEAs taking
ownership of decisions in complex individual cases - but surely
there is
some clause in the LEA's guidelines that defines 'on course'?
