I don't know what other folks are finding, but LEAs seem to be acting
with their customary autonomy. Some are punting people along for
assessment on the basis of a conditional offer, the majority are
agreeing to this providing someone guarantees the cost in the event
that the student does not take up the place, and a few are refusing
point blank. An awards officer we spoke to recently said that she
would be happy to put people forward (as current adice to all
prospective students says will happen) if someone will tell
her who will pick up the bill in the event of problems: why
introduce a varient of reverse-means testing by limiting early
assessment to those who can front a bond? That seemed a good argument
to me: we don't want to discriminate against those who are poor and
unattached. I have the impression that this is something about which
the DfES ought to be making explicit statements to LEAs. Still, no
rush, eh?
