Is this CCTV or Video of some other description?
I thought it has to be seen on site with special equipment (ie. cut out
cardboard) so that other persons on the tape may not be seen. How are they
(local authority) supposed to know who s/he is so they only supply the
relevant part(s) of the tape. I think the LA is correct not to supply any
tape but it is wrong about disproportionate effort.

Aye. Sounds like a way of getting a free tape but for a tenner he should
be able to get more than one tape.
