Many Institutions do offer Certificates in HE. For example, University
of Bristol has a Cert. in HE in Open Studies (part-time only option).
SKILL could tell you if full and over 50% PT students qualify for the
DSA: but I would imagine they do, as certainly FT and PT students on
the next step up (Diploma, 240 credits) do qualify.
