I too got so bound up in red tape and then things never happened here mobile
phones with an allowance for calls and rental paid for by the DSA seemed the
best solution, and more long lasting for students who then moved out of
residential accommodation into their own accommodation.
For deaf students the Nokia Communicator was a useful piece of equipment.
