You will never get the right answer if you don't ask the right people,
the right question. Obviously, the LEAs should be asked how many DSAs
have been taken up this year and HE institutions should be asked how
many students declared a disability at enrollment or subsequently).
Sure there will be discrepancy but at least you should stand a chance of
getting accurate answers if you ask those who are most likely to be the
keepers of the figures.
It would seem that DfEE and even HEFC do not understand how the system
works.
Of course it might all run a lot smoother if each HEI was given an
awards officer or two to process DSA applications and awards from a
central HEFC fund. It would certainly make gathering statistics and
relations with disability officers a lot easier.
