I agree. What I was saying was that prior permission is not required, but
that the data subject should be informed that such data is being collected,
and the data subject has the right to inspect what is held on them.
Incidentally, if the thief is an unknown person, (s)he is not an identified
or identifiable person, and so such CCTV records are not subject to the Act.
