The 'official' dial-up service for staff and students is run by
U-NET. Subscriptions are available for as little as stlg68.15 per year.

I believe EA at Sussex has done a deal with them where for every 50
accounts opened by people from Sussex Uni they will allocate 1 free
account for a disabled user.
