If a student has been assessed by the Disability Officer or
an Access Centre as requiring a £1000 computer, then a
£1000 (or more) PC should be purchased. If the LEAs
contribution is, for example £500 I would expect them to
send this to the student who will then purchase and provide
an invoice for a PC costing £1000. It could be argued that
it is unreasonable to expect the parents to find the full
cost in the first instance. If the DSA is for non-medical
assistance, payments should be made to the Personal
Assistant by the parents in the first instance. If they
haven't done this then the LEA would be right to refuse
payment as clearly the parents have yet to make their
contribution.
Bet your case isn't that straight forward though.
