The DSS used to pay a supplement to unemployed Diabetic claimants on
the grounds that protein rich foods are more expensive than sugar
rich foods. I used to use this for DSA diabetics but DSS have
stopped making this allowance now.
Bottom line is the nature of the dietary differences.
