The way I would present this Katy would be that he is unable at the
moment to use (so called) 'public' transport and so is incurring
unusually high travel costs, these should be recognised by the LEA as
costs over and above what constitutes 'normal' travelling (using taxis
I imagine) So does not really enter into the realm of DSA's but travel
costs. There are particular guidelines from the DfEE which mention
broken limbs as not constituting a disability ( let's hope they all
mend perfectly - I'm not sure they all do) however, to play the game
don't mention disability but instead go for difficult circumstances
which may be temporary, let us all know how you get on.

Subject: Travel costs
I am dealing with a student who has broken his leg and will be in
plaster for three months. He needs help with travel costs as using
public transport is difficult.
His LEA have said that in line with their regulations they are
unable to assist him. He's not eligible for the DSA as it's a
temporary disability.
He will be applying for the Access Fund but I wondered if there were
any other avenues I could try, or indeed can his LEA refuse any
assistance?
