Sorry I have not responded before now, but i have been away all week,
and only picked up your mail this morning.
As i understand it, the DDA actually says very little about what is
expected from Universities, other than that they publish a disability
statement. It could be argued on one level that the university
provides goods and service, in the form of education, to members of
the public. However, the letter of the act seems to exempt
universities from responsibilities in this area.
One thought... If students begin having to pay for their own fees,
rather than being given LEA grants, then they will be direct
purchasers of services from the universities, and in this case, the
emphasis might change, and institutions might have to accept greater
responsibilities under thte DDA in future.
It will be interesting to see...
