Recent amendments to the mandatory award regulations give
the answer to this. In order to be eligible for an award a
student must have "settled status." A person with
full refugee status is deemed to have this and are
eligible for a full award from the day full refugee status
is granted. An asylum seeker (as of Sept this year) does
not. It is important that you establish which they are as
the term "refugee" can be used a little loosely by the
uninitiated (and is not easy to get). Obviously if have
the full refugee status they get a grant and the DSA
follows. Asylum seekers have problems.
