My understanding of the DDA is that Access to Goods and
Services relates to the general public. If the library is
only open to students and is not a public resource it may
not be included under the DDA.
As for the staff objecting to the lift having audible
signaling (voice) I would first want to know the grounds on
which they based their objection. If there are practical
considerations that they are concerned about maybe these
could be addressed or they could be reassured that there
will not be a problem (what ever that may be) If it is
just that they don't like it... I don't see that this is a
reason to inhibit progress on improving facilities for
students with visual impairments. Has your insitution no
Equal Opps policy that you can wave at them? You could
also point out that in future the funding council may very
well take such negative attitudes into account when they
come to allocate funding.
