Thank you all those who made suggestions, I'm sure they all work well
but I did not want to throw any more technology at the problem.
Phil Satchell suggested I give more details... I have now solved the
problem but for reference here it is.
We have a client who uses one hand to type therefore needs
stickykeys, finds a mouse uncomfortable and has chosen to use a
Kensington Expert mouse with programmable buttons, these offer many
time and effort saving short cuts.
The incompatibility arose due to the fact that the Access
Windows Pack has to load alternative mouse and keyboard drivers. In
this case only the keyboard driver is wanted but unless both are
loaded the Access.exe program will not execute. This resulted in the
choice of either stickykeys and only the Kensington mouse (no
software) or the Kensington mouse and software without the
stickykeys.
The Solution.
The Trace Centre sent me the latest version which does not suffer
from this 'not loading' problem.
Alternatively they tell me if you edit the Windows\system.ini file
manually stickykeys can be set leaving the mouse driver intact but
with the penalty of not being able to load the Access.exe and modify
settings on the fly.
I hope this helps others, asuming you didn't already know.
