There is a brief exposition of the legal situation on claiming VAT
exemption by disabled people on our web site at

This says:
**individuals with disabilties** who are buying a product that has been
**designed for people with disabilities** can avoid VAT. They must sign the
appropriate certificate and send it to the supplier. This does not include
products which are designed for ordinary use and happen to be used by
someone with a disability, so does not apply to (for example) standard
computer systems, even when configured for use by people with disabilities.
Despite this, we have got an individual VAT office to allow a complete
computer system VAT free (although my understanding is that they shouldn't
have done). Different VAT offices seem to apply the policy in different
ways.

copy.
