Section 3.7 of the Code of Practice, Rights of Access, Goods, Facilities,
Services and Premises says,
"This duty (i.e. the duty not to provide a worse standard or manner of
service) does not mean that you have to change the service you provide to
overcome the effects of the disability. Nor do you have to stock special
products for disabled people.......A shop selling telephones does not stock
telephones with keyboards and screens for deaf customers. THIS IS WITHIN THE
LAW."
I would think that there is therefore no onus on book publishers and retailers
to provide texts in alternative formats, just as there would be no duty on
Marks and Spencers to provide clothing which would be suitable for people with
a range of physical needs, through amputations, e.g.
