I almost have the last word on the scanning question now.
My query is being passed through the RNIB at the moment
and I've had a "definitive" response from the CLA.
To quote:
"You will need to approach the publishers direct for
permission to carry out either/both [scanning to convert
to braille / scanning to use with a screen reader] of the
activities you detail.
Electronic storage is not permitted under Section 17 of
the Copyright, Designs and Patents Act 1988 without the
authorisation of the author and publisher.
Conversion into Braille would also have to be approved by
the publisher since you would be altering the
typographical arrangement."
And to add to that - if you do have scanning equipment in
your organisation you must "...have appropriate
safeguards to prevent any published material being
scanned unless the specific consent of the copyright
holder has been obtained".
