I've tried here and the standard CLA regulations forbid
electronic storage of documents which rules out scanning.

I'm trying to contact someone at the RNIB who can give me
a definitive answer as to whether they have an agreement
on scanning. There is, however, a new agreement between
the RNIB and the CLA which extends the Educational
Licence Agreement to cover photocopying a whole book or
journal in larger print. In the text this new agreement
also explicity forbids electronic storage which, again,
rules out scanning.

Do any of the software vendors on this list have any idea
what the legal situation is relating to the PC-based
document readers they sell? As far as I can make out if
you use them on copyrighted material you're contravening
the CLA regulations.
