At UWE we would like to be able to scan sections of print
and convert the text to braille or audio form.
Unfortunately this isn't permitted under the current
Copyright, Designs and Patent Act 1988
To quote from the Copyright Licensing Agency's
"Electronic Copying and Digital Use of Copyright
Material" (http://www.cla.co.uk/www/electro.htm), "A CLA
copying licence does not give the user any right to store
material in electronic form, to make any electronic
copies of material or to print out from an electronic
copy."
I'd be keen to hear how this issue is addressed at other
institutions as we're faced with the obstacle of having
to request permission from each publisher, on an
individual basis, prior to scanning any document.
I think I'd also be right in saying that this has
implications for all PC print readers that scan the
document and store it temporarily prior to and during
processing.
