Reverse engineering is a bit of a red herring IMO.
Within your system it looks like biometric PD.
If the raw data were exported / lost without any link or access to the key that data may well not be PD at all, as the fingerprint cannot be reconstituted and hence no longer biometric (since not PD). It would be like losing a genuinely anonymised version of data and not even a personal data breach.
