thanks for this - yes, I do think it's consent based (but open to ideas).
We are asking people if they want to take part in a residents survey. The target is about 20 percent of the residents. There is no obligation on anyone to take part.
Where it has slightly confused me is this: We ask them to take part in the survey - yes, they agree. Do we need to get their consent to take their meter readings and do the thermal imaging?
I am now thinking, that if it is necessary to have all three aspects done, then it will be one consent for the three different elements. It doesn't really work if they consent to do the survey but will not agree for meter readings and thermal imaging. And I don't think we have a strong enough case to argue that we can take the meter readings and thermal imaging using 'legitimate interest' (for example).
One of the (many) interesting aspects of this work is that we are very aware of the need to build and maintain community relations with the residents so we do not want to do anything that will be appear to be intrusive or...for want of a better term, slightly big brother-ish-. I was personally amazed at the power of thermal imaging and what it can reveal
