I suppose there could be exceptions and you would always look at the constitution of the parent organisation but I have yet to come across a committee where the members have any separate role in DP terms.
Most public bodies and companies have committees but they are always appointed (sometimes of course as a sub-committee) by the parent organisation and the members (who may or may not be employees" are simply persons acting "under the direct authority of the controller or processor" i.e. they are technically third parties.
There are some "Committees" which are controllers in their own right (e.g. UK Committee for UNICEF) but the same principle applies. Such a committee will typically have a Board. Board members are of course not controllers or processors individually. And they probably appoint committees which … you can fill in the rest !
