From the early days of regime, Ealing and Hounslow Councils both got monetary penalties following the loss of an unencrypted laptop. From what I recall ICO took it to be a controller-processor relationship, but the facts seemed to point more towards joint or in-common controllers (8 Feb 2011 at https://webarchive.nationalarchives.gov.uk/20131204075930/http://www.ico.org.uk/enforcement/fines)
I also seem to recall something involving council(s) and the police - I suspect that resulted in an undertaking rather than a monetary penalty, and my memory+Google is failing me at the moment when it comes to details.
