I don't think there is anything esoteric here.
because of Art 9(3) processing can only be done for health and social care under 9(2)(h) where there is an obligation of professional secrecy. That clearly applies to clinicians and social workers.
As I read s11(1) it is simply a way of saying this applies to the admin and support staff too. Many of these are quite low level and may not have a duty of secrecy as such at common law as there is no professional relationship. Although they will no doubt have contractual confidentiality clauses that is arguably not "professional" secrecy. Clearly the whole team needs to use A 9(2)(h) so s11(1) attaches the professional duty to them all.
