IMO if there are no persons in the images = not personal data, even though you can "link" the image to other (often publicly available) data about who lives there.
If there are people, even if pixelated, it becomes more nuanced.
More interesting in my view is the gathering exercise. Even if a specific image is not PD presumably identifiable imagery will have been processed during the flight and recording, even if quickly deleted. That processing is clearly within GDPR.

Is it exempt (personal, family or household affairs) under para 2(2)(b) of the schedule to the Data Protection (Charges and Information) Regulations 2018?
