I don't think there is a definitive answer without testing this but on general principle I think the Scots' view is right.
There is no clear definition that I know of, of "statutory function" but common sense suggests a duty imposed by statute, as opposed to common law, is a statutory function. The duty to co-operate is therefore a statutory function and whilst it does not encompass all of the law enforcement purposes in s31 it certainly covers prevention and it seems to me that the partners are indeed competent authorities when doing this.
Para 173 of the explanatory notes also seems to suggest this approach when it talks of "any of law enforcement purposes" http://www.legislation.gov.uk/ukpga/2018/12/notes/division/6/index.htm
