As long as she keeps SFE advised of the dates of starting and stopping, and her University can confirm this, her DSA should be able to continue. I assume we are talking about NMH support? And it was stated as 'per year' in her Letter of Entitlement? 'In total' means a one-off award.

I may be a little out of date but if the student can provide a medical
letter confirming the reason she had to drop out and restart is due to
illness and her university supports her restarting, then SFE should
allow DSA to continue.
If not, complain and ask SFE to provide a copy and exact quotation of
what policy they are citing - that nixes about 80% of stupid answers in
my experience.
