I had a conversation with the ICO about this just yesterday due to the change in charging elected members (it's been abolished for those that haven’t caught up) they say that unless someone is required to pay they do not need to register. The very words from the ICO advisor was "we do not keep and register, we only keep and share details of those who are required to pay a fee". I did mention their website actually says "Search the Register" not search the register of those required to pay a fee, but they did not comment. They have updated the explanation when you click on the register link now though.

It’s worth noting - because ICO appears not to - that there is no longer a requirement on controllers to “register” with the supervisory authority. Rather, we have domestic legislation which requires controllers to pay a charge to the ICO. It appears, unless I have missed some statutory provisions, that there is no requirement for ICO to keep a “register”, nor to publish it.
