I agree with all the comments that it depends on the specifics. I was basing on my own experience of how DSE's are done.
I can envisage two fairly black and white contracts:
A. Assess the worker and station and tell me if it complies with H&S requirements = definitely not a processor
B. Complete the following assessment. Includes stuff like: if the horizontal level of the worker's eyes in an adjusted chair, sitting upright, is within +/- 1 cm of the top line of the display screen - tick this box = definitely a processor ...
Somewhere between the two a line is crossed and that is why we all have interesting and hopefully well paid jobs.
