Lara,
As per Jon and Clay.
I always recommend to anyone being told something like this, especially when they are coming from an organisation that may stand to benefit, that you ask for evidential proof of what they are telling you, and not proof from one of their own "white papers".
That usually sorts them out.
Simon.

Lara - I think Clay has nailed this one!
ICO still recommends (https://ico.org.uk/media/for-organisations/documents/how-to-disclose-information-safely-removing-personal-data-from-information-requests-and-datasets/2013958/how-to-disclose-information-safely.pdf) the National Archives toolkit, which deals with manual redactions as one of a range of techniques (http://www.nationalarchives.gov.uk/documents/information-management/redaction_toolkit.pdf).
