It seems clear that the general view is that Art 26 / R79 allow the sort of nuanced view envisaged by A29WP169, and that the ICO statement that if the purpose is different it is not a JC arrangement is wrong - although it will no doubt apply in some cases, such as classic 'data sharing' arrangements where A discloses data to B and B uses it for B's purposes - but certainly not in the case I posed (joint database) - where one must take into account the joint determination of means.
