There is one thing that could be very significant here - do you definitely need to collect personal identifiers in the consultation process, or could your questions be asked anonymously?
Anonymous participation > non-personally identifiable > not Special Category data.
If you're canny about the form and format of the consultative process, you might be able to side-step the faff that follows 'ordinary' and S/C data.
