It is really ok that a public body that has powers to compel data subjects to provide data for the purpose of council tax collection can then be used to assist in the collection of private debts just because the council happens to have taken on that task?
Would it be legal for the council to give this data to the utility company for the same purpose?

I see no incompatibility, providing the PN at collection is sensibly drafted.
Of course, if you say at collection the data will be used 'only' (a word which should be banned from PN's to avoid unintended consequences) to administer CT you must live with that. It terms of powers the general competence will cover it unless you have shot yourself in the foot.
