As far as I am aware there is no joint ownership in place except where intelligence/national security data is involved. As this is not a devolved issue we defer to the police and security services.

Your interpretation is pretty much spot on.
"Ownership" is irrelevant. As a controller you must comply with your responsibilities, save where as joint controllers you have agreed the other controller will do it under Art26(1) - but even then subject can enforce against you. And yes you can and should consult where appropriate.
In fact in UK law "ownership" is an almost non-existent concept. You may have rights e.g. copyright/IP and responsibilities e.g. as a controller or under a contract but none of them is ownership as such.
