I see what you mean - I wasn’t specific enough between proactively publicising a charge with name and, say, confirming a name in response to an enquiry. The point I meant to make was that the threshold for releasing the name of a suspect on charge is substantially lower than for those arrested.
Derbyshire (if they've given any thought to it...) presumably think that publishing these names during this campaign (in excess of the publicity they would normally get) will serve to reduce offending and the fallout of that offending, which would be in the public interest.

They don't normally proactively do so. See NPCC guidance: "Forces should proactively release charging information where the crime is of a serious nature, such as rape or murder, where the incident has already been reported in the media or on social media sites, or for public reassurance reasons".
