I think you've answered your own question, to some extent; it seems that you accept that the minutes 'contain...personal information' and that it's possible that the 'personal bit' can be withheld.
Unless you're NCNDing that minutes even exist then you should be able to release a redacted version of the document. If you accept that the meeting took place (as I imagine you do) then the presumption should be to publish a redacted version of the minutes - I can't think of a document that couldn't be released in some form, even if it's just a title page, unless you are neither confirming nor denying it exists.

As a university we are used to responding to FOI requests including the annual request to every university asking for pay information on the Vice-Chancellor and senior colleagues appointed by Council (aka the Board). We are happy to provide this information and do so every year, however we have always refused to disclose the minutes of the Remuneration Committee meetings as we feel these minutes contain personal information of both the people who are discussed, but also personal information of the members of the committee who express personal opinions about those individuals whose performance they are deciding upon.
Part of the Office for Students' ‘guidance’ is to publish the remco report and also provide minutes. All advice welcome, from the HE sector and any sector as you will all have REMCOs. Can we decline the OfS? Or if we provide the minutes should we provide either a redacted version, or strip out the minutes so that the structure of the meeting how it was recorded is detailed, but the personal bit about the committee discussing individual performance and their opinions of this, should be a separate confidential section not provided?
