We have interpreted legal obligation as 'will' or 'shall' in legislation, and public task as 'may'. So CT is, consequently, an obligation. By contrast, bits of social work and education delivery are public tasks.

processing is necessary for the performance of a task carried out in the public interest or in the exercise of official authority vested in the controller;
We went with public task but there has been some discussion that this should have been legal obligation.
I think legal obligation is about being asked upwards, what you need to provide to central government or the court
By contrast, public task is about what you deliver downward or outward to your residents or customers.
Otherwise, why have public task and legal obligation.
What are your views?
