I can't see that it is Consent either, and can appreciate that consent to undertake treatment is a different matter, but I think this is possibly where the confusion is happening (in the same way consent to take part in a school trip is being confused with Consent to process data rather than Public Task).
Even suggesting that they use the term 'permission' for certain things hasn't gained a lot of traction as there is a push back to say that it 'implies consent' ... where I would say that Consent has to be unambiguous ... so it cannot be 'implied'. Using something like permission to attend a trip is one thing ... but consent to undertake treatment from a school nurse is different.
And people complain that we don't use Plain English enough ...

Consent to see the nurse - yes, but once engaged consent is not the basis for processing the data as necessary for the service
