In an interesting update to this conversation the following has been released from the DfE.
https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/748165/Destinations_good_practice_guide_for_publishing.pdf
Destinations is now regarded as requiring consent from students as far as the school is concerned.
I’d be interested on thoughts on the guidance.

Subject: [data-protection] Legal basis for processing
Schools A,B & C each send college D a spreadsheet comprising ex-students names and their DOBs, requesting to know which students, if any, have enrolled on a course at college D. College D responds by requesting, from schools A,B & C, details of the legal basis for sharing this data before they will complete the spreadsheet.
1) Is the college acting reasonably?
2) What would the legal basis be?
Any thoughts appreciated
