Correct, it is the only reason that I can think of that Facebook have removed all non EU personal data of their servers in Ireland so that these do not come under GDPR.

Also remember that after we depart the EU we will become a 3rd party to the EU states which will be an interesting problem if the UK Gov do not get their act together over Brexit and PII transfers.
